No, it's not. Something is definitely amiss. I would look that over carefully and probably disassemble/reassemble to see what's up.

Not abnormal unless nozzle exhaust tube is plugged. No exhaust seal on mercs. Exhaust will exit there at idle...note lack of exhaust out nozzle tip. More throttle should build pressure forcing water out and exhaust to flow

I was going to rip it all apart and replace the seal but if it doesn't have one and it is normal then i guess there is no point

I stand corrected. Montana Sauger Skiff has forgotten more about outboard jets than I will ever know. I can only say that the two Merc outboard jets I have owned don't behave that way at idle. But again, I consider MT Sauger Skiff to be THE MAN and I defer to his knowledge.

I think my Mercury is similar to that at idle. I remember thinking there might be an exhaust leak but the motor seems to run fine so I never looked into it.

I have a new 90/60 etec and it behaves the same way. Not an issue.
