Stuck in gear / cant get it back into neutral

When I start the boat in neutral I cannot push the throttle forward to get it into gear. I have to walk back, grab the bucket myself and push it down into gear (little or not resistance). I can cruise in forward all day with no problem but then cannot pull back and get it into neutral. I have to do that same thing - manually pull bucket into neutral. Same goes for reverse. I have had it in 2 times now to get it fixed and it will be fixed for a little bit but then eventually it locks up again. Instead of taking it back in I am hoping someone here can tell me what I need to adjust as Im sure it is a simply tightening of this or loosening of that.

happens only when the boat is in the water and running or does it do it out of the water on the trailer too?

It happens if it is in the water running AND if it is turned off sitting on trailer. I cant take photos right now as it is not near me.

Have you disconnected the cable at the bucket to see if you can move the cable by itself with the controls? It sounds like a binding cable but it could be the bucket bracket getting hung up if it has some wear. Pictures would help with troubleshooting if you can get some.
